I approached this animation first taking the photo and making 5 seperate layers. I then clicked to layer 2 and highlighted that one. I went into filter in photoshop and picked blur then choosed the Radial blur. I then raised the blur to 10. Then picked the next layer and raised the blur to 25 then back to 10 to get a earthquake effect when playing back.
